A Communist Party star, Hu Chunhua, has been appointed party chief of Guangdong Province, which is central to China’s export economy and has been a laboratory for more open economic policies since 1979, Xinhua, the state news agency, reported Tuesday. Mr. Hu, 49, was party chief of Inner Mongolia and was given one of 25 Politburo seats during the leadership transition in November. Party insiders had said Mr. Hu — a protégé of Hu Jintao, the former general secretary of the party, who is not related — would most likely be appointed to Guangdong to give him experience in a coastal economic powerhouse before he ascends further. He has a chance of being appointed to the Politburo’s elite Standing Committee in 2017. His closest rival, Sun Zhengcai, was posted in November to Chongqing, the booming southwest municipality once run by Bo Xilai, the disgraced party aristocrat.
