Tech Companies and Immigrant Advocates Press for Broad Changes in Law





SAN FRANCISCO — What do computer programmers and illegal immigrants have to do with each other?




When it comes to the sweeping overhaul of the nation’s immigration laws that Congress is considering this year, the answer is everything.


Silicon Valley executives, who have long pressed the government to provide more visas for foreign-born math and science brains, are joining forces with an array of immigration groups seeking comprehensive changes in the law. And as momentum builds in Washington for a broad revamping, the tech industry has more hope than ever that it will finally achieve its goal: the expanded access to visas that it says is critical to its own continued growth and that of the economy as a whole.


Signs of the industry’s stepped-up engagement on the issue are visible everywhere. Prominent executives met with President Obama last week. Start-up founders who rarely abandon their computers have flown across the country to meet with lawmakers.


This Tuesday, the Technology CEO Council, an advocacy organization representing companies like Dell, Intel and Motorola, had meetings on Capitol Hill. On Wednesday, Steve Case, a founder of AOL, is scheduled to testify at the first Senate hearing this year on immigration legislation, alongside the head of the deportation agents’ union and the leader of a Latino civil rights group.


“The odds of high-skilled passing without comprehensive is close to zero, and the odds of comprehensive passing without high-skilled passing is close to zero,” said Robert D. Atkinson, president of the Information Technology and Innovation Foundation, a nonpartisan research group based in Washington.


The push comes as a clutch of powerful Senate Republicans and Democrats have reached a long-elusive agreement on some basic principles of a “comprehensive” revamping of immigration law. Separately, a bipartisan bill introduced in the Senate in late January focuses directly on the visa issue.


The industry’s argument for more so-called high-skilled visas has already persuaded the president.


“Real reform means fixing the legal immigration system to cut waiting periods, reduce bureaucracy, and attract the highly-skilled entrepreneurs and engineers that will help create jobs and grow our economy,” Mr. Obama said in Tuesday’s State of the Union speech.


In a speech in Las Vegas in January in which he introduced his own blueprint for overhauling immigration law, Mr. Obama embraced the idea that granting more visas was essential to maintaining innovation and job growth. He talked about foreigners studying at American universities, figuring out how to turn their ideas into businesses.


In part, the new alliance between the tech industry and immigration groups was born out of the 2012 elections and the rising influence of Hispanic voters.


“The world has changed since the election,” said Peter J. Muller, director of government relations at Intel, pointing out that the defeat of many Republican candidates had led to a softening of the party’s position on broad changes to immigration law. “There is a focus on comprehensive. We’re thrilled by it.”


“At this point,” he added, “our best hope for immigration reform lies with comprehensive reform.”


Mr. Case, the AOL co-founder, who now runs an investment fund, echoed that sentiment after meeting with the president last Tuesday.


“I look forward to doing whatever I can to help pass comprehensive immigration reform in the months ahead,” he said, “and ensure it includes strong provisions regarding high-skilled immigration, so we are positioned to win the global battle for talent.”


That sort of sentiment delights immigrants’ rights advocates who have banged their heads against the wall for years to rally a majority of Congress around their agenda.


“The stars are aligning here,” said Ali Noorani, executive director of the National Immigration Forum. “You’ve got the politics of immigration reform changing. You’ve got tech leaders leaning in not just for high-skilled but for broader immigration reform.”


Senator Orrin G. Hatch, Republican of Utah, who is co-sponsoring the bill to increase the number of visas available for highly skilled immigrants, said the cooperation went both ways.


“All the talk about the STEM field — science, technology, engineering, mathematics — has awakened even those who aren’t all that interested in the high-tech world,” he said.


While the growing momentum has surprised many in Washington, comprehensive change is still not a sure thing, especially in the Republican-controlled House.


Mr. Hatch said he would push forward with his measure even if the broader efforts foundered. But his Democratic co-sponsor, Amy Klobuchar of Minnesota, said she would press for the bill to be part of the comprehensive package.


Last year, technology executives had a taste of what could happen with stand-alone legislation.

International Military Officials Investigate Afghan Deaths





KABUL, Afghanistan — International military officials are investigating two episodes in which as many as 11 Afghan civilians may have been killed in what appeared to be American-led military actions.




In the more lethal episode, Afghan officials said 10 civilians were killed overnight in Kunar Province in eastern Afghanistan in a village where two known Taliban commanders were visiting family members.


“Ten civilians were killed last night in a joint Afghan and American operation that took place in Chogam Valley in Shigal District,” said Fazullah Wahidi, the provincial governor. He said four women, one man and five children between the ages of 8 and 13 were killed; four teenagers were wounded, three of whom were girls.


Increasingly over the last two years, foreign insurgents, sometimes with links to Al Qaeda and other non-Afghan groups, have taken refuge in Kunar and neighboring Nuristan Province. Both provinces have a long border with Pakistan, and insurgents can hide easily in the rugged and forested mountain terrain Mr. Wahidi said the target of Kunar operation was a Taliban leader named Shahpour, “a known and really dangerous Afghan Taliban commander with links to Al Qaeda operatives in Kunar” and another Taliban commander, known as “Rocketi,” a Pakistani citizen from the Northwest Frontier Province. Both men were killed in the attack.


Mr. Wahidi said that the operation was not coordinated with Afghan security forces, but that locally hired Afghan paramilitaries were involved in the raid, which included an airstrike and a ground operation. Sometimes other United States government agencies rather than the military use special commandos.


Maj. Adam Wojack, a spokesman for the International Security Assistance Force, said they had no information on the operation but “were aware of the reports” of civilian deaths and were looking into it.


Local officials in Kunar said that Shahpour was believed to have links to Al Qaeda and narrowly escaped being killed last year when the Americans attacked another Al Qaeda-linked Taliban commander known as Abu Hafez Al-Najde, who also went by the name Commander Ghani. Shahpour was the Taliban leader in charge of nearby Dangam district but was visiting relatives at the time of the raid.


People from Chogam, who brought injured from the remote village where the attack took place to the main hospital in the provincial capital of Asadabad, described a precise but damaging hit on two adjacent houses.


“Two homes were totally destroyed; air power was used during the operation,” said a man who brought a boy with cuts to the hospital for treatment, but refused to give his name. “There are still dead bodies under the rubble and human flesh scattered in the area.”


The other episode in which an Afghan civilian was killed by foreign troops occurred on Tuesday during daylight hours.


It took place as NATO-led forces were checking a stretch of heavily traveled highway between Kandahar and Spin Boldak for explosives during a road clearance mission and shot at an oncoming car that did not stop when signaled to do so, Major Wojack said.


An Afghan policeman, Taj Mohammed, the local Border Police commander, corroborated much of the ISAF account, but did not see the shooting himself. He said the car was carrying people from a wedding party.


Major Wojack said that the forces had followed standard procedure of signaling to the car to stop. After the driver stopped, he then started to accelerate toward the convoy, at which point the soldier ISAF shot at the car, Mr. Wojack said.

DealBook Column: Relationship Science Plans Database of Names and Connections

It sounds like a Rolodex for the 1 percent: two million deal makers, power brokers and business executives — not only their names, but in many cases the names of their spouses and children and associates, their political donations, their charity work and more — all at a banker’s fingertips.

Such is the promise of a new company called Relationship Science.

Never heard of it? Until recently, neither had I. But a few months ago, whispers began that this young company was assembling a vast trove of information about big names in corporate America. What really piqued my interest was that bankrolling this start-up were some Wall Street heavyweights, including Henry R. Kravis, Ronald O. Perelman, Kenneth G. Langone, Joseph R. Perella, Stanley F. Druckenmiller and Andrew Tisch.

It turns out that over the last two years, with a staff of more than 800 people, mostly in India, Relationship Science has been quietly building what it hopes will be the ultimate business Who’s Who. If it succeeds, it could radically change the way Wall Street does business.

That’s a big if, of course. There are plenty of other databases out there. And there’s always Google. Normally I wouldn’t write about a technology company, but I kept hearing chatter about it from people on Wall Street.

Then I got a glimpse of this new system. Forget six degrees of Kevin Bacon. This is six degrees of Henry Kravis.

Here’s how it works: Let’s say a banker wants to get in touch with Mr. Kravis, the private equity deal maker, but doesn’t know him personally. The banker can type Mr. Kravis’s name into a Relationship Science search bar, and the system will scan personal contacts for people the banker knows who also know Mr. Kravis, or perhaps secondary or tertiary connections.

The system shows how the searcher is connected — perhaps a friend, or a friend of a friend, is on a charitable board — and also grades the quality of those connections by identifying them as “strong,” “average” or “weak.” You will be surprised at the many ways the database finds connections.

The major innovation is that, unlike Facebook or LinkedIn, it doesn’t matter if people have signed up for the service. Many business leaders aren’t on Facebook or LinkedIn, but Relationship Science doesn’t rely on user-generated content. It just scrapes the Web.

Relationship Science is the brainchild of Neal Goldman, a co-founder of CapitalIQ, a financial database service that is used by many Wall Street firms. Mr. Goldman sold CapitalIQ, which has 4,200 clients worldwide, to McGraw-Hill in 2004 for more than $200 million. That may explain why he was able to easily round up about $60 million in funds for Relationship Science from many boldface names in finance. He raised the first $6 million in three days.

“I knew there had to be a better way,” Mr. Goldman said about the way people search out others. Most people use Google to learn about people and ask friends and colleagues if they or someone they know can provide an introduction.

Relationship Science essentially does this automatically. It will even show you every connection you have to a specific company or organization.

“We live in a service economy,” Mr. Goldman said. “Building relationships is the most important part for selling and growing.”

Kenneth Langone, a financier and co-founder in Home Depot, said that when he saw a demonstration of the system he nearly fell off his chair. He used an unprintable four-letter word.

“My life is all about networking,” said Mr. Langone, who was so enthusiastic he became an investor and recently joined the board of Relationship Science. “How many times do I say, ‘How do I get to this guy?’ It is scary how much it helps.”

Mr. Goldman’s version of networking isn’t for everyone. His company charges $3,000 a year for a person to have access to the site. (That might sound expensive, but by Wall Street standards, it’s not.)

Price aside, the possibility that this system could lead to a deal or to a new wealth management client means it just might pay for itself.

“If you get one extra deal, the price is irrelevant,” Mr. Goldman said.

Apparently, his sales pitch is working. Already, some big financial firms have signed up for the service, which is still in a test phase. Investment bankers, wealth managers, private equity and venture capital investors have been trying to arrange meetings to see it, egged on, no doubt, by many of Mr. Goldman’s well-heeled investors. Even some development offices of charities have taken an interest.

The system I had a peek at was still a bit buggy. In some cases, it was missing information; in other cases the information was outdated. In still other instances, the program missed connections. For example, it didn’t seem to notice that Lloyd C. Blankfein, the chief executive of Goldman Sachs, should obviously know a certain senior partner at Goldman.

But the promise is there, if the initial kinks are worked out. I discovered I had paths I never knew existed to certain people or companies. (Mr. Goldman should market his product to reporters, too.)

One of the most vexing and perhaps unusual choices Mr. Goldman seems to have made with Relationship Science is to omit what would be truly valuable information: phone numbers and e-mail addresses.

Mr. Goldman explained the decision. “This isn’t about spamming people.” He said supplying phone numbers wouldn’t offer any value because people don’t like being cold-called, which he said was the antithesis of the purpose of his database.

Ultimately, he said, as valuable as the technology can be in discovering the path to a relationship, an artful introduction is what really counts.

“We bring the science,” he said. “You bring the art.”

Should brain scans for older adults with suspected Alzheimer’s disease be covered by Medicare?

Many medical experts say yes. But late last month, an expert panel convened by the Centers for Medicare and Medicaid Services concluded that data supporting use of the scans was weak.

Specifically, the panel noted there is no solid evidence that these imaging tests have a meaningful impact on patients’ health; studies that might establish this have not yet been done.

This controversy deserves attention because positron emission tomography, known as PET scans, are becoming available across the country, and proposed guidelines for their use have just been published by the Alzheimer’s Association and the Society of Nuclear Medicine and Molecular Imaging.

Currently, Medicare does not pay for the tests, which cost about $3,000 — an amount that puts them out of reach for many families. The expert panel’s findings will be used by the government later this year to determine whether Medicare should change this policy.

Nearly 400 medical centers already offer this technology or are preparing to do so, according to Eli Lilly, which makes a radioactive agent used in the scans. That agent binds to protein clusters known as amyloid plaques that are a signature characteristic of Alzheimer’s disease, making it possible to see them for the first time in the brains of living patients.

The Medicare panel confronted the question: “How useful is this information, for which patients and under what conditions?” Several experts who testified in late January suggested that the PET imaging tests could help physicians diagnose Alzheimer’s disease or other types of dementia. Currently, diagnosis proceeds from a comprehensive medical evaluation, a careful patient history, and typically, a round of neuropsychiatric tests.

“Should I tell my patients that we have a test available to help clarify their diagnosis but we can’t use it because Medicare doesn’t cover it?” asked Dr. Stephen Salloway, a professor of neurology at the Warren Alpert Medical School at Brown University.

If scans show a lack of amyloid plaques, the “worried well” could be reassured that they don’t have Alzheimer’s and doctors could pursue other lines of medical inquiry, like investigating the potential for thyroid problems, depression or vitamin B12 deficiency, said Dr. Paul Aisen, a professor of neuroscience at the University of California, San Diego, School of Medicine.

If the tests are positive, they could rule out conditions like frontotemporal dementia and motivate patients to start taking medications for Alzheimer’s, enroll in clinical trials and get their financial, legal and household affairs in order, other experts said.

But while amyloid plaques are closely associated with Alzheimer’s, their role has not yet been definitively established. They could be a cause of this condition, a byproduct or serve another function not yet understood. Underscoring this is a notable research finding: about 30 percent of older adults with no symptoms of dementia have been found to have amyloid plaque buildup in their brains.

That means the brain scans cannot ensure the accurate diagnosis of Alzheimer’s. “I see a big potential for overuse and misuse,” warned Dr. Raymond Faught, Jr., a member of the Medicare advisory panel and a professor of neurology at Emory University in Atlanta.

Given that large caveat, the question emerges of which patients would benefit most from getting the tests.

The Alzheimer’s Association and the Society of Nuclear Medicine and Molecular Imaging tried to address that in their recently published “appropriate use” guidelines. The guidelines, which have no binding force, suggest that scans should be considered for patients with Alzheimer’s-type symptoms but “an unclear clinical presentation”; those who develop dementia symptoms before age 65; and those with “persistent” mild cognitive impairment, a condition that often precedes Alzheimer’s.

Tests should not be given to “normal” patients or those who have Alzheimer’s disease already, they say. In other words, if you’re getting older, have mild memory loss, but are still functioning well, you’re not a candidate. Nor is there any value in giving the tests to people who are already deep in the throes of dementia.

The recommendations assume that there is value in knowing test results for physicians, patients and families; that physicians will be better able to manage patients’ care as a consequence; and that doctors will order fewer diagnostic tests or more appropriate tests once they have findings from amyloid PET imaging in hand.

But those assumptions are not backed up by solid evidence yet. Medications for patients with Alzheimer’s have a modest impact on symptoms for a limited period of time and no impact on the underlying illness. Given this, “the clinical utility of a diagnostic test to alter patient management and result in a quantifiable benefit is very difficult to establish,” the panel writes in the journal Alzheimer’s & Dementia. Also, they note, “data supporting specific outcomes for amyloid PET are not yet available.”

This lack of data was the reason the Medicare panel gave amyloid brain imaging such low marks late last month. Dr. Rita Redberg, chairwoman of the Medicare Evidence Development and Coverage Advisory Committee and a professor of medicine at the University of California, San Francisco, summed up that group’s deliberations this way:

We were there to evaluate the impact of this test on patient outcomes. But all of the speakers said there wasn’t any data linking amyloid scans to outcomes . . . They presented evidence that the test is very good at identifying amyloid, but they did not present evidence that it was very good at identifying the clinical presence of Alzheimer’s disease.

Wei-Li Shao, senior director of the Alzheimer’s business division of Eli Lilly, which stands to benefit from the greater use of the scans, disagreed, saying, “Lilly remains steadfast and resolved in its belief that amyloid imaging provides significant clinical value for clinicians and patients.” The company will work with Medicare going forward to try to secure coverage, he said.

For Dr. Redberg, the essential question is this: “Would you want to know you have an increased chance of getting a disease in (the future) when there are no effective treatments available and you might not even get it in the end? Is that of benefit to patients?”

“We live in a service economy,” Mr. Goldman said. “Building relationships is the most important part for selling and growing.”

Kenneth Langone, a financier and co-founder in Home Depot, said that when he saw a demonstration of the system he nearly fell off his chair. He used an unprintable four-letter word.

“My life is all about networking,” said Mr. Langone, who was so enthusiastic he became an investor and recently joined the board of Relationship Science. “How many times do I say, ‘How do I get to this guy?’ It is scary how much it helps.”

Mr. Goldman’s version of networking isn’t for everyone. His company charges $3,000 a year for a person to have access to the site. (That might sound expensive, but by Wall Street standards, it’s not.)

Price aside, the possibility that this system could lead to a deal or to a new wealth management client means it just might pay for itself.

“If you get one extra deal, the price is irrelevant,” Mr. Goldman said.

Apparently, his sales pitch is working. Already, some big financial firms have signed up for the service, which is still in a test phase. Investment bankers, wealth managers, private equity and venture capital investors have been trying to arrange meetings to see it, egged on, no doubt, by many of Mr. Goldman’s well-heeled investors. Even some development offices of charities have taken an interest.

The system I had a peek at was still a bit buggy. In some cases, it was missing information; in other cases the information was outdated. In still other instances, the program missed connections. For example, it didn’t seem to notice that Lloyd C. Blankfein, the chief executive of Goldman Sachs, should obviously know a certain senior partner at Goldman.

But the promise is there, if the initial kinks are worked out. I discovered I had paths I never knew existed to certain people or companies. (Mr. Goldman should market his product to reporters, too.)

One of the most vexing and perhaps unusual choices Mr. Goldman seems to have made with Relationship Science is to omit what would be truly valuable information: phone numbers and e-mail addresses.

Mr. Goldman explained the decision. “This isn’t about spamming people.” He said supplying phone numbers wouldn’t offer any value because people don’t like being cold-called, which he said was the antithesis of the purpose of his database.

Ultimately, he said, as valuable as the technology can be in discovering the path to a relationship, an artful introduction is what really counts.

“We bring the science,” he said. “You bring the art.”

India Ink: In Kashmir, Clashes and Dwindling Supplies As Curfew Continues

The Kashmir Valley is on the fourth day of a government-imposed shutdown begun immediately after the hanging of the militant Muhammad Afzal, also known as Afzal Guru, who comes from the town of Sopore in Baramulla district.

Many residents are running out of food and milk in Srinagar, Kashmir’s summer capital. Meanwhile, dozens have been injured and at least one killed in protests against Mr. Afzal’s hanging, which happened secretly in Delhi on Saturday and was announced afterward.

Mr. Afzal, from the Jaish-e-Muhammad militant group, was convicted of conspiracy and sentenced to death by a special court in 2002 for his role in planning an attack on India’s Parliament in December 2001.

Schools, colleges and most shops in Kashmir are closed by government order, and people have been asked to stay inside their homes. Rows of shops and restaurants were shuttered.

Vehicles have been banned from the streets, cable news channels have gone dark, Internet service on cellphones has been blocked and newspapers were not being delivered. Hospitals, pharmacies and emergency services remain open.

In Srinagar, the only people in the deserted streets were security forces.

Officials in the area said they were taking preventive measures. During the past decade, many Kashmiris have opposed the death sentence for Mr. Afzal, saying he was being unfairly accused of the crime. His wife had requested a pardon from the Indian government, but her plea was denied.

Many Kashmiris were also outraged that the government letter carrying the news of execution reached Mr. Afzal’s widow in Sopore only after he died. The central government said Tuesday that Mr. Afzal’s family could visit his grave at Tihar Jail in Delhi, but a date has yet to be decided, according to the Press Trust of India.

The ban on the movement of people and vehicles was imposed under Section 144 of India’s criminal procedure code, the same section invoked after protests over the recent Delhi gang rape, which prohibits the assembly of more than four people.

It was invoked by the administration to prevent “a law and order problem,” Suresh Kumar, principal secretary in Jammu and Kashmir’s Department of Home Affairs, said in a telephone interview Tuesday. 

Mr. Afzal’s death was mourned across the valley through organized street protests that involved stone pelting, in defiance of the ban.

Three civilians have died and many have been injured over the last four days, officials said. Some news reports attributed all three deaths to protest-related activities, but Mr. Kumar said only one man died of injuries caused by the police. The other two drowned when their boat capsized, an incident unrelated to the violence, he said.

Obair Mushtaq, from the Baramulla district, died after he was shot, his relatives said. Farooq Ahmed, his uncle, said Obair was 13.

Mr. Ahmed said that on Sunday evening, a handful of children, including his nephew, were throwing stones at a passing military convoy. “It was not aggressive. We were laughing at them,” he said, crying over the phone. “We can’t understand why there is so much fighting. Why are our children dying?”

A Kashmir police official told India Ink that 60 people have been injured since Saturday in clashes between police and civilians. Forty of those were security officials and 20 were civilians, he said. He spoke on the condition of anonymity, saying that he feared for his life.

Additionally, there were about 60 incidents of stone pelting across the valley. “Most of the violence erupted in Sopore and Baramulla,” he said.

“People are not allowed to step out of their homes,” he added. Many residents described the past four days as the longest curfew since 2010, when the valley was shaken by mass pro-independence demonstrations. 

Manzoor Ahmed, who drives an auto-rickshaw, said that he hasn’t earned any money since the curfew was imposed on Saturday. “I haven’t stepped out of the house so I cannot even make the little money I do,” he said during a telephone interview. “The children cannot go to school.”

Mr. Ahmed said that his family was surviving on dal, a stew made of lentils, because there are no fresh vegetables available. “We have a backup supply of dal because we know things like this can happen,” he said.

In some areas, for a few hours in the evening, residents said they were allowed out of their homes to shop. Vegetables and milk are generally shipped into Srinagar, which is nestled in the mountains, from villages and other states during the winter months.

Mr. Mohammed, a hotel manager near the Dal Lake, who requested his first name not be used to avoid any retaliatory action, said that his hotel was running out of vegetables like peas and cauliflower, and guests were only being served beans and potatoes from storage. “The situation is quite bad,” he said.

For around two hours in the evening, a few stores selling basic groceries were open. But these shops have limited resources because the supply chain had been disrupted due to the ban on vehicles.

One businessman, who requested not be named to avoid possible retaliatory action by the police, said he hasn’t opened his crockery shop in downtown Srinagar in the past four days. “What choice do I have? They won’t let us step out,” he said. He estimated he has lost 60,000 rupees ($1,000) since Saturday.

The hanging of Mr. Afzal came as Kashmiris were planning protests to mark the death of Maqbool Bhatt, a pro-Kashmir independence leader who was hanged on Feb. 11, 1984. His death is considered the spark for two decades of unrest. Both men are buried at Tihar Jail in Delhi.

“Maqbool Bhatt inspired the insurgency while Afzal Guru was the product of it,” said Sheikh Showkat Hussain, a law professor at Kashmir University. 

He warned that Mr. Afazal’s hanging and the subsequent curfew would make the Kashmiri people’s “alienation with the government more deep rooted.”

Bits Blog: Reporter's Notebook: Snapchat's Path From Stanford to the Beach

Over the weekend, I reported about the recent successes of an up-and-coming start-up, Snapchat, that lets people send messages that disappear after they are viewed. I spent two days with the founders of the company, Evan Spiegel and Bobby Murphy, in Los Angeles, interviewing them and learning about their business.

Snapchat’s headquarters are on the sunny stretch of the Venice Beach boardwalk, steps from surf and sand, in an airy beach house whose previous tenants include a medical marijuana dispensary and a Nike party house.

Their offices have a glowing, life-size replication of their app icon positioned outside the main entrance.

The company also has security detail, 24 hours a day, seven days a week, to keep anyone wandering by from trying to break into the offices.

The company also has a lot of Snapchat-themed art in its offices, including a series of prints that say “No photographs please” and a glitter portrait of their company mascot, “Ghostface Chillah.”

Snapchat does not currently generate any revenue, but its founders envision a future where the company could partner with brands or advertisers that want to show certain Snapchat users a glimpse of a new device, a preview of a new movie or a sneak peek of an upcoming line of clothing. Or, they say, they could show “exploding coupons,” an image that gives information about a deal or discount that expires after a certain amount of time.

Mr. Spiegel and Mr. Murphy met at Stanford, and eventually became roommates. Mr. Spiegel said he would often ask Mr. Murphy for help with computer science and Mr. Murphy recalled being impressed with a line of shirts that Mr. Spiegel designed for their fraternity, which set the precedent for their future business partnership.

One of Snapchat’s defining features is that it allows users to take screenshots of photos they receive, which sends a notification to the sender, alerting them that an image of their photo was taken. This, of course, means that nimble-fingered Snapchat users can make copies of photos that would otherwise disappear after a few seconds. Snapchat’s founders say that feature can also be considered akin to a “like” or a “favorite,” a signal to the sender that their image was favorably received.

Before working on Snapchat, Mr. Spiegel and Mr. Murphy collaborated on a Web product, Future Freshman, a guide for high school students who were applying to college. The product failed to gain any significant traction, however, and the founders went back to the drawing board before coming up with Snapchat.

Snapchat’s original name was Pickaboo — a riff on the kid’s game Peekaboo. But that name was taken by another photo company, and after a brainstorm session, the founders settled on Snapchat.

Personal Health: Getting the Right Addiction Treatment

“Treatment is not a prerequisite to surviving addiction.” This bold statement opens the treatment chapter in a helpful new book, “Now What? An Insider’s Guide to Addiction and Recovery,” by William Cope Moyers, a man who nonetheless needed “four intense treatment experiences over five years” before he broke free of alcohol and drugs.

As the son of Judith and Bill Moyers, successful parents who watched helplessly during a 15-year pursuit of oblivion through alcohol and drugs, William Moyers said his near-fatal battle with addiction demonstrates that this “illness of the mind, body and spirit” has no respect for status or opportunity.

“My parents raised me to become anything I wanted, but when it came to this chronic incurable illness, I couldn’t get on top of it by myself,” he said in an interview.

He finally emerged from his drug-induced nadir when he gave up “trying to do it my way” and instead listened to professional therapists and assumed responsibility for his behavior. For the last “18 years and four months, one day at a time,” he said, he has lived drug-free.

“Treatment is not the end, it’s the beginning,” he said. “My problem was not drinking or drugs. My problem was learning how to live life without drinking or drugs.”

Mr. Moyers acknowledges that treatment is not a magic bullet. Even after a monthlong stay at a highly reputable treatment center like Hazelden in Center City, Minn., where Mr. Moyers is a vice president of public affairs and community relations, the probability of remaining sober and clean a year later is only about 55 percent.

“Be wary of any program that claims a 100 percent success rate,” Mr. Moyers warned. “There is no such thing.”

“Treatment works to make recovery possible. But recovery is also possible without treatment,” Mr. Moyers said. “There’s no one-size-fits-all approach. What I needed and what worked for me isn’t necessarily what you or your loved one require.”

As with many smokers who must make multiple attempts to quit before finally overcoming an addiction to nicotine, people hooked on alcohol or drugs often must try and try again.

Nor does treatment have as good a chance at succeeding if it is forced upon a person who is not ready to recover. “Treatment does work, but only if the person wants it to,” Mr. Moyers said.

Routes to Success

For those who need a structured program, Mr. Moyers described what to consider to maximize the chances of overcoming addiction to alcohol or drugs.

Most important is to get a thorough assessment before deciding where to go for help. Do you or your loved one meet the criteria for substance dependence? Are there “co-occurring mental illnesses, traumatic or physical disabilities, socioeconomic influences, cultural issues, or family dynamics” that may be complicating the addiction and that can sabotage treatment success?

While most reputable treatment centers do a full assessment before admitting someone, it is important to know if the center or clinic provides the services of professionals who can address any underlying issues revealed by the assessment. For example, if needed, is a psychiatrist or other medical doctor available who could provide therapy and prescribe medication?

Is there a social worker on staff to address challenging family, occupational or other living problems? If a recovering addict goes home to the same problems that precipitated the dependence on alcohol or drugs, the chances of remaining sober or drug-free are greatly reduced.

Is there a program for family members who can participate with the addict in learning the essentials of recovery and how to prepare for the return home once treatment ends?

Finally, does the program offer aftercare and follow-up services? Addiction is now recognized to be a chronic illness that lurks indefinitely within an addict in recovery. As with other chronic ailments, like diabetes or hypertension, lasting control requires hard work and diligence. One slip need not result in a return to abuse, and a good program will help addicts who have completed treatment cope effectively with future challenges to their recovery.

How Families Can Help

“Addiction is a family illness,” Mr. Moyers wrote. Families suffer when someone they love descends into the purgatory of addiction. But contrary to the belief that families should cut off contact with addicts and allow them to reach “rock-bottom” before they can begin recovery, Mr. Moyers said that the bottom is sometimes death.

“It is a dangerous, though popular, misconception that a sick addict can only quit using and start to get well when he ‘hits bottom,’ that is, reaches a point at which he is desperate enough to willingly accept help,” Mr. Moyers wrote.

Rather, he urged families to remain engaged, to keep open the lines of communication and regularly remind the addict of their love and willingness to help if and when help is wanted. But, he added, families must also set firm boundaries — no money, no car, nothing that can be quickly converted into the substance of abuse.

Whether or not the addict ever gets well, Mr. Moyers said, “families have to take care of themselves. They can’t let the addict walk over their lives.”

Sometimes families or friends of an addict decide to do an intervention, confronting the addict with what they see happening and urging the person to seek help, often providing possible therapeutic contacts.

“An intervention can be the key that interrupts the process and enables the addict to recognize the extent of their illness and the need to take responsibility for their behavior,”Mr. Moyers said.

But for an intervention to work, Mr. Moyers said, “the sick person should not be belittled or demeaned.” He also cautioned families to “avoid threats.” He noted that the mind of “the desperate, fearful addict” is subsumed by drugs and alcohol that strip it of logic, empathy and understanding. It “can’t process your threat any better than it can a tearful, emotional plea.”

Disruptions: Disruptions: Apple Is Said to Be Developing a Curved-Glass Smart Watch

Dick Tracy had one. As did Inspector Gadget and James Bond. A watch that doubled as a computer, two-way radio, mapping device or television.

Though such a device has been lost to science fiction comics and spy movies of the era before smartphones, the smart watch might soon become a reality, in the form of a curved glass device made by Apple.

In its headquarters in Cupertino, Calif., Apple is experimenting with wristwatch-like devices made of curved glass, according to people familiar with the company’s explorations, who spoke on the condition that they not be named because they are not allowed to publicly discuss unreleased products. Such a watch would operate on Apple’s iOS platform, two people said, and stand apart from competitors based on the company’s understanding of how such glass can curve around the human body.

Apple declined to comment on its plans. But the exploration of such a watch leaves open lots of exciting questions: If the company does release such a product, what would it look like? Would it include Siri, the voice assistant? Would it have a version of Apple’s map software, offering real-time directions to people walking down the street? Could it receive text messages? Could it monitor a user’s health or daily activity? How much will it cost? Could Timothy D. Cook, Apple’s chief executive, be wearing one right now, whispering sweet nothings to his wrist?

Such a watch could also be used to make mobile payments, with Apple’s Passbook payment software.

Although it would take Dick Tracy to find the answers to those questions, and it’s uncertain when Apple might unveil such a device, it’s clear that Apple has the technology.

Last year, Corning, the maker of the ultra-tough Gorilla Glass that is used in the iPhone, announced that it had solved the difficult engineering challenge of creating bendable glass, called Willow Glass, that can flop as easily as a piece of paper in the wind without breaking.

Pete Bocko, the chief technology officer for Corning Glass Technologies, who worked on Willow Glass, said via telephone that the company had been developing the thin, flexible glass for more than a decade, and that the technology had finally arrived.

“You can certainly make it wrap around a cylindrical object and that could be someone’s wrist,” Mr. Bocko said. “Right now, if I tried to make something that looked like a watch, that could be done using this flexible glass.”

But Mr. Bocko warns that it is still quite an engineering feat to create a foldable device. “The human body moves in unpredictable ways,” he said. “It’s one of the toughest mechanical challenges.”

To add to the excitement of an Apple watch, late last year the Chinese gadget site Tech.163 reported that the company had begun development of a watch featuring Bluetooth and a 1.5-inch display.

“Apple’s certainly made a lot of hiring in that area,” said Sarah Rotman Epps, a Forrester analyst who specializes in wearable computing and smartphones. “Apple is already in the wearable space through its ecosystem partners that make accessories that connect to the iPhone,” she said, adding: “This makes Apple potentially the biggest player of the wearables market in a sort of invisible way.”

“Over the long term wearable computing is inevitable for Apple; devices are diversifying and the human body is a rich canvas for the computer,” Ms. Epps said. “But I’m not sure how close we are to a new piece of Apple hardware that is worn on the body.”

Investors would most likely embrace an iWatch, with some already saying that wearable computing could replace the smartphone over the next decade.

“We believe technology could progress to a point where consumers have a tablet plus wearable computers, like watches or glasses, that enable simple things like voice calls, texting, quick searches, navigation,” Gene Munster, an analyst at Piper Jaffray, said in a report last month. “These devices are likely to be cheaper than an iPhone and could ultimately be Apple’s best answer to addressing emerging markets.”

Mr. Cook is clearly interested in wearables. In the past he has been seen wearing a Nike FuelBand, which tracks a user’s daily exertion. The FuelBand data is shared wirelessly with an iPhone app.

Bob Mansfield, Apple’s senior vice president for technologies, who previously ran hardware engineering, has also been particularly interested in wearables, an Apple employee said. Mr. Mansfield is engrossed by devices that connect to the iPhone, through Bluetooth, sharing information back and forth from the human body to the phone, including the Nike FuelBand and Jawbone Up.

If smartphones do become smart watches and smart glasses, Apple seems to have the technology to make standout wearable computers.

Last year the company filed patents for displays that sit over the eye and stream information to the retina. Given that the iPod Nano is about the size of an overfed ant, the company clearly knows how to make small devices, too.

But, maybe there are other devices coming before wearables. Apple has long been rumored to be working on a television-like experience. And, there is the possibility of an Apple car.

In a meeting in his office before he died, Steven P. Jobs, Apple’s co-founder and former chief executive, told John Markoff of The New York Times that if he had more energy, he would have liked to take on Detroit with an Apple car.

In August, during the company’s patent trial with Samsung, Philip W. Schiller, Apple’s senior vice president for worldwide product marketing, said on the stand that Apple had explored making “crazy stuff” before development of the iPhone and iPad, including a camera or a car. While Apple continues its experiments with wearables, its biggest competitor, Google, is pressing ahead with plans to make wearable computers mainstream.

According to a Google executive who spoke on the condition that he not be named, the company hopes its wearable glasses, with a display that sits above the eye, will account for 3 percent of revenue by 2015. Olympus is also working on wearable computers.

Google is holding private workshops in San Francisco and New York for developers to start building applications for its glasses. At the event in San Francisco last week, Hosain Rahman, chief executive of Jawbone, the maker of the Up, a wrist device that tracks people’s energy and sleep, said that “a decade from now we won’t be able to imagine life without the wearables that we use to access information, unlock our doors, pay for goods and most importantly track our health.”
